Outlook 2003: "Could not complete the operation. One or more parameter values are not valid"

This works in an exchange outlook environment:
1. Login to Outlook web access as the user having the issue.
2. Go to Tasks and create a new task. Save the task
3. Now go back to the user's client outlook. Go to actions, select Save Task Order. Create a new task and save.
